一个初始化方法public 说明 是公用的，void说明没返回值，init是方法名()里面是参数列表。这里没有参数。servlet等类里就有相当的init方法

页面初始化的时候需要调用一次_init_area 否则select#s_province里面没数据而当#s_province的数据变化时 又需要更新#s_city和#s_county数据 所以需要再次调用_init_area
