上海光学精密机械研究所图书馆图书情报室成立于1964年，是中国最早成立的激光、光学领域的专业性图书情报机构，由和情报编辑部组成，该室先后创办了中国最早的光学期刊《激光情报》以及成为中国光学领头羊的《中国激光》《光学学报》。20世纪80年代后期，组建成立出版图书情报室，包括图书馆、《国外激光》编辑部、《中国激光》编辑部、《光学学报》编辑部和出版部。

上海光学精密机械研究所2002年5月，作为上海光学精密机械研究所深化改革和推进知识创新工程的重要步骤，出版图书情报室与所网络中心进行整合，成立信息管理中心。信息管理中心下辖图书馆、期刊联合编辑部、出版部、网络部四部分。信息管理中心坚持“服务科研、争创一流、改善结构、持续发展”的方针，积极探索，开拓创新，各项工作都取得了喜人进展。&&& 上海光机所图书馆是最早成立的光学领域专业图书馆之一，作为工作的文献服务机构，是知识创新的重要支撑，其任务是搜集、整理、收藏国内外（物理学）、领域的科技文献，为本所科研、教学、开发、生产提供文献保障和信息服务，为知识创新服务。经过四十年的建设和发展，上海光机所图书馆已经形成以光学、激光、文献馆藏和网络数字信息服务为特色的专业性文献中心，馆藏中文科技图书2万册、外文科技图书3万册、中文科技期刊2万册、外文科技期刊合订本10万册，中文现刊200余种，外文原版期刊100余种，并拥有五十万余篇的中外文光学电子期刊全文资源，同时订购了大量的专业性网络文献信息资源供读者查阅。图书馆现设有中文图书阅览室、外文图书阅览室、中外文报刊阅览室、外文过刊阅览室、电子阅览室。现拥有各类计算机二十台，复印机四台，打印机六台。现办证读者达500余人，网上注册读者600余人。 迁入新馆之前的30年，上海光机所图书馆设在老大楼（现名唯实楼）二楼，馆舍面积约600平米，同时在东大楼三楼设立分部，约200平米，80年代中期因馆舍紧张，又在东楼宿舍一楼开辟了约300平米的仓库。1995年图书情报综合办公楼（现名奉献楼）竣工，图书馆集中搬迁到新馆舍，现馆舍面积约2000平米。
上海光学精密机械研究所图书馆 - 工作成绩
上海光机所园区鸟瞰 一，加强制度化建设，推行规范化管理。以“不断提高服务水平，优化服务质量”的方针，以“建设适应科研、开发、管理、教学的需求和发展的有特色的一流光学专业文献信息中心”为目标，制定并完善了图书馆管理的一系列规章制度，1997年编印了《上海光机所图书馆工作守则》，使得图书馆工作日渐走上规范化、制度化的轨道。&&& 二，按“结构合理、比例协调、务求使用”的原则，加强馆藏建设，广开文献采购渠道，降低采购成本，优选、精选专业文献资料，合理调整馆藏资源的比例结构，提高馆藏文献的系统性、实用性，加大网络化文献资源的订购比例，并对馆藏文献进行有效的揭示、组织、管理、利用，编制了《上海光机所图书馆馆藏期刊目录》、《上海光机所图书馆馆藏图书目录》。&&& 三，积极应用先进科技手段，促进服务水平和质量的提高。1983年上海光机所图书馆购买首台复印机，开始为读者复印资料；1991年购进首台计算机，1993年购进图书馆集成管理系统，开始全面实行业务管理工作的计算机化，1997年开始联通，并于1998年初开通了“上海光机所图书馆网站”，这是中国最早开通的专业图书馆网站之一。
四，开展形式多样的读者服务活动。除传统的阅览、外借、复印等服务外，还为读者提供文献信息检索、查询（包括计算机网上查询）等服务，并于2002年初增设了电子阅览区。自1986年以来，检索、统计了被SCI收录和引用的情况。 五，精干队伍，人员总体素质不断提高。建馆后至80年代后期，图书馆工作人员保持在15人左右，90年以来，特别是知识创新工程试点改革以来，图书馆通过改革分流，人员不断精简，现有工作人员5名。通过在职岗位培训、继续教育、引进人才、业务交流等方法，图书馆员工总体素质得以改善，服务技能和业务水平不断提高，并多次在国内外学术期刊和学术会议上发表论文。

上海光学精密机械研究所图书馆 - 借阅规则
上海光学精密机械研究所1、办证方法：在职职工、在读研究生、博士后均免费办理借阅证，职工及博士后凭本人工作证，在读凭本人学生证办理图书馆借阅证。 办证时间与本所工作时间相同，办证地点：图书馆一楼外借处。 2、所外人员可凭本人身份证办理借阅证，须按规定交纳押金和文献使用费。证件遗失，应及时来图书馆挂失。借阅证只限本人使用，不得转借他人，借用或冒用他人借书证，一经发现即行扣留该证。读者离所时须将所借图书全部还清，办理注销手续后，方可办理离所签字手续。 3、 图书借阅方法：职工、学生借阅证的借阅权限一致，每人最多可借图书6册，其中外文图书最多可借5册，借期均为2个月，可续借一次，续期1个月。所外读者只可借中文图书，工具书、期刊、报纸仅供馆内阅览，概不外借。 4、遗失赔偿办法：读者遗失图书应按图书原价的5倍进行赔偿，书价低于5元者按10倍赔偿，书价高于1000元者按3倍赔偿，同时还需另付每册技术处理费用20.00元。读者污损、毁坏图书应按损坏程度赔偿，损坏严重的按失书赔偿。
