（一）职业资格证书
职业资格证书是表明劳动者具有从事某一职业所必备的学识和技能的证明。按照国家制定的职业技能标准或任职资格条件，对关系公共利益或涉及国家安全、公共安全、人身健康、生命财产安全的职业（工种），通过政府或其授权单位实行职业资格评价，合格者可取得相应的职业资格证书。职业资格与职业劳动的具体要求密切结合，更直接、更准确反映特定职业的实际工作标准和操作规范，及劳动者从事该职业所达到的实际工作能力水平。人社部于2017年公布了《国家职业资格目录》，2021年又结合国务院有关部门职责调整、行政审批事项改革等情况，调整公布了《国家职业资格目录（2021年版）》。优化后的《目录》包含72项职业资格，其中，专业技术人员59项，技能人员13项。在技能人员职业资格方面，调整后的目录将13个职业（工种）纳入国家职业资格目录（具体如下表），依法实行职业资格准入，由国务院相关部委或单位组织实施。原目录中其余的水平评价类技能人员职业资格全部退出目录，不再由政府或其授权的单位认定发证，改由用人单位和社会培训评价组织认定并颁发职业技能等级证书。退出目录前已发放的职业资格证书继续有效，可作为持证者职业能力水平的证明。上下滑动查看点击查看大图温馨提示

水平评价类技能人员职业资格退出职业资格目录后，为畅通技能人才职业发展，逐步实行职业技能等级制度。按照国家职业技能标准或行业企业评价规范，经人社部门备案的用人单位和社会培训评价组织，对劳动者进行职业技能等级认定，对合格人员颁发职业技能等级证书。其中，各级各类企业可结合实际面向本单位在岗职工（含实际用工的劳务派遣人员等）开展技能人才自主评价；市级行业协会为其受委托的会员单位在岗职工（含企业实际用工的劳务派遣人员等）开展职业技能等级认定；社会培训评价组织可根据市场和就业需要，面向社会各类人员提供职业技能等级认定服务。职业技能等级认定涉及的职业（工种）为现行《中华人民共和国职业分类大典》中技能类职业（工种），以及后续经人力资源社会保障部发布或备案的技能类职业（工种）。技能等级（岗位）分为学徒工、初级工、中级工、高级工、技师、高级技师、特级技师、首席技师。获得职业技能等级证书且符合条件的劳动者可按规定享受职业技能提升补贴。温馨提示
