没+86的话是不是一定在苏州，是不是一定是外地的手机打来的，如果对方是外省是不是前面一定显示+86？我在苏州，有未接电话显示是+86134******有点问题

但是我们城市内之间打固定电话都不需要加区号是一样道理的．现在移动电话也可以不加区号打本地电话，其实加上区号的收费都是一样的．所以你就算是按＋86给本地的手机回话也是按照普通你手机的资费收取，各个城市之间都有重号的出现（例如吉林小灵通号有属于中国的区号而已，而且小灵通号码和固定电话号码一样，沈阳也有小灵通号7777777），就好象我们固定电话都是有区号的，所以你打哪个地区的小灵通号码就加哪个地方的区号，因为小灵通不属于手机，不会加任何长途以及其他费用的． 因为中国移动和联通在国内的号码已经按地区分成各个号段了．每个移动和联通的用户在国内都有一个单独的号码．至于小灵通只是各个地区内的无线市话罢了，至于106更简单了，因为我们都是在国内通话所以根本不需要加上区号的
